Why does she need an increase in her credit lines? This is raising all sorts of "red flags" to me. She can make single payments online w/o registering her checking acct(s). Also, why would she never need "paper checks" anymore?
It really depends on the credit card issuer. Every one is different. You might check the disclosures your mother received when she got the credit card (if you still have them) Otherwise, you might be able to find them online.
From personal experience, I know that HSBC does not require you to register your checking account when you sign up for online access, it’s an option you can choose to pay your bill with – but on the flip side they do not take credit limit increase requests over the internet – only over the phone.
