How do you transfer a credit between credit/debit cards online?
I have a friend in Vietnam who has a Visa debit card. I would like to be able to quickly send a payment to that card online using my Visa credit card.

Debit cards are usually linked to a checking account. The only way to pull money out of a credit card without making a purchase at a merchant (store) is to either have a cash advance on the card at a bank and make an international wire transfer or if you have credit card checks (from the mail) you can deposit that into your checking account to have it wired to vietnam.
